   An EAC-PM working paper by Shamika Ravi and Mudit Kapoor proposes targeted splitting of 170 Lok Sabha constituencies to expand the House from 543 to 824 seats, arguing smaller constituencies would lift turnout. Illustrative examples include Kerala going from 20 to 30 seats.
