What happened in Venezuela
Updated 23 Oct 2026. A head of state captured by another country's forces raises the core questions of international law: sovereignty, the ban on the use of force, and which courts can try whom. Venezuela also matters for oil, as an OPEC founding member with the world's largest proven reserves (as of October 2026), and the story links to the 2025 Nobel Peace Prize.

What an exam could ask
- The capital, the interim president and the charges could be asked as straight facts.
- The difference between the ICC and the ICJ could be tested, both sitting at The Hague.
- Rome Statute withdrawal rules (one-year effect, ongoing cases continue) could appear with Venezuela as the example.
- A legal reasoning passage could set out Article 2(4) of the UN Charter and ask students to apply it to a given set of facts.
- India's humanitarian operations could be asked as a match item: Operation Amistad (Venezuela), Operation Brahma (Myanmar).
Angles to revise, not predictions.
What happened
On 3 January 2026 United States forces struck targets around Caracas and captured President Nicolas Maduro and his wife Cilia Flores, flying them to the US. On 5 January Maduro pleaded not guilty in a New York federal court to four counts including narco-terrorism conspiracy, and Vice President Delcy Rodriguez was sworn in as interim president (reports in late August 2026 still described her as acting president). Later in the year India sent earthquake relief to Venezuela under Operation Amistad (June), Venezuela's foreign minister said the country had notified the UN of its withdrawal from the International Criminal Court (24 July), and the US President announced an oil arrangement covering 17 Venezuelan fields (late August) whose terms were disputed.
Words to know
- Venezuela basics
- Capital Caracas. A founding member of OPEC and holder of the world's largest proven oil reserves (about 304 billion barrels, as of October 2026). Maduro succeeded Hugo Chavez in 2013.
- UN Charter Article 2(4)
- Members must refrain from the threat or use of force against the territorial integrity or political independence of any state. Self-defence under Article 51 and Security Council authorisation are the recognised exceptions.
- Sovereignty
- A state's exclusive authority over its territory and people; the principle a student would apply when assessing the capture under international law.
- International Criminal Court (ICC)
- Sits at The Hague; tries individuals for genocide, crimes against humanity, war crimes and aggression under the Rome Statute, adopted 17 July 1998 and in force from 1 July 2002. Article 127 lets a state withdraw, effective one year after notifying the UN; investigations already under way continue.
- International Court of Justice (ICJ)
- Also at The Hague, but a UN organ that settles disputes between states, not criminal cases against individuals.
- OPEC
- Organization of the Petroleum Exporting Countries, headquartered in Vienna; Venezuela was among its founders in 1960.
- Nobel Peace Prize
- Awarded in Oslo, while the other Nobel prizes are presented in Stockholm, on 10 December, the anniversary of Alfred Nobel's death in 1896.
- BHISHM cubes
- Portable hospital units under India's Aarogya Maitri project (Bharat Health Initiative for Sahyog Hita and Maitri); India's relief mission to Myanmar in 2025 was Operation Brahma.
