Putin's India visit and where India-Russia ties stand
Updated 23 Oct 2026. India-Russia questions come in two shapes: the summit facts (number, dates, targets, the 2000 and 2010 partnership milestones) and the strategic context (arms shares from SIPRI, the S-400 and AK-203 programmes, US sanctions law). The 2026 events also connect to the Ukraine war and to India's position in BRICS and the SCO, so one page covers several likely questions.

What an exam could ask
- The summit number (23rd), dates, the USD 100 billion trade target and the 2030 economic programme could be asked, with the 2000 and 2010 partnership milestones.
- SIPRI figures could be asked: India second-largest arms importer for 2021 to 2025, Russia's roughly 40 percent share as reported from SIPRI data, and the top exporter.
- The S-400 deal (2018, five squadrons, USD 5.43 billion) and the 2026 clearance of five more systems could be asked.
- The AK-203 programme (IRRPL, Korwa in Amethi, replaces INSAS) could be asked as a defence-manufacturing item.
- A statement-based question could be asked on what the US Sanctioning Russia and Iran Act does (duties of up to 100 percent on goods from major buyers of Russian energy, with exceptions and waivers) and the February 2026 removal of the 25 percent India tariff.
Angles to revise, not predictions.
What happened
Vladimir Putin visited New Delhi on 4 and 5 December 2025 for the 23rd India-Russia annual summit, in the 25th year of the 2000 partnership declaration. The two sides adopted an Economic Cooperation Programme to 2030 and a USD 100 billion trade target for 2030. Defence: Russia supplied about 40 percent of India's arms imports in 2021 to 2025 (as reported from SIPRI data), India cleared five more S-400 systems and the first fully indigenous AK-203 rifle was test-fired. Energy: a 30-day US waiver for Russian oil in March, then a US law requiring the President to raise duties by up to 100 percent on goods from the largest buyers of Russian oil and gas, with waivers allowed. Ukraine: India summoned Russia's envoy over four seafarers killed and offered a ceasefire framework.
